Are the Co2 bubbles rising up and staying at water surface? Or are the bubbles created from surface agitation due to water movement?
Lots of Co2 bubbles rising and sticking or popping at the water surface indicates that your Co2 diffusion method isn't efficient, so most of the injected Co2 is wasted. Try to get a better Co2 diffuser which can create smaller Co2 bubbles and adjust your filter flow path to circulate the Co2 bubbles down towards the substrate across the plants.
Ideally the Co2 bubbles should stay suspended under the water for as long as possible to maximize diffusion into the water column.
