Hair grass dying?

The older emersed growth are just dying out while the new adapted submersed growth are developing, it's a normal process. Eventually all of the hairgrass will become submersed growth form.

If possible, just manually trim and remove the melting brown grass to reduce rotting plant matter in the tank. If you have shrimps, they will also help to eat up the dead or dying plants too.

For the brown melting parts, just trim those bits all the way to the substrate. Try to reduce as much of the rotting plant matter as possible, as it tends to attract algae.

The rest of the healthy green growth, you can regularly trim them to 2-3cm height to maintain a short carpet effect.
