For PL lights, it could be the ballast is spoilt or maybe some other faulty connections... i guess you could just bring it to any lighting shop and see if they can check (and possibly repair) it for you.
maybe bulb spoil or the ballast is spoil try to put in another working tube if there are still warranty, bring back to the shop to have it fixed.
bulb spoil ok lar... ballast spoil then headache because those ballast can hardly be found in the market.
LED light can be fix. It can be fix by soldering. I saw one uncle on Oct 2015 mending a LED lamp using soldering.
Ballast can be found in hardware shop or aliexpress.com
DIY repair are possible. But, must make sure specification of items matched. Look at youtube for how to install.
I guess it is the ballast that is spolit. If not, it is the connection. Hardly, the lamps are spolit, as probability that all four lamp (less ballast and connection) go berserk at one time are very low.
Ensure the connection didn't get rusty. Higher chance the ballast is spolit if connection didn't get rusty. Enough logic. Ballast costs around $8. Quite cheap for investment. Now, money are too small. The case, i don't know izzit easy to open or not for locating the ballast.

do pop in to those batteries shops that sell alot of things ones, sometimes you can find.
I never see 65W PL before I am using 55W and I thought 55W is the longest ones.
can you take a picture of the light set with the cables? I assume there is no external box or adapter to the light?
normally by opening the plastic cover at the power switch side should expose you to most of the things. Ballast might be hiding behind the silver paper.
I can help you check what is wrong but you'll need to send to my house at Tiong Bahru area

if it is, then maybe check the connection from light to the long black box if might be loose..

the cable connect to the socket may also be the culprit.
