As others have said, there is no harm in over filtration. However, just take note of the water outflow. If you notice that the current generated by the outflow is too strong and your fish are struggling, you may need to find a way to reduce the current.
No harm having more, however, I believe the size of the colony of bacteria depends on your bioload. The more ammonia, the larger the size of the colony. If you are having 20 small fishes like neon tetra, I reckon you will underutilized most of the spaces
You can use the extra space in the box top filter for more mechanical filtration and purigen.
look good to me. fish with higher bioload would be happier with larger filtration ( you never know if you want to switch your current fish to something else later)
if you can afford plus you have the space just go for it.
