Yup, if the substrate is already harbouring the pathogens/fungus, no amount of water change would help. Start all over again with clean filter media, substrate....etc is the only way.

What is the reason for 50% change daily?

A healthy fish will have a layer of body slime/mucus to protect them from parasites and fungus. If your water parameter is in good condition, I think probably your fish was injured or maybe stressed. Fungus usually go for rotting stuff instead of healthy fish.

    Agree with bro Bern.

Also, even if facing minor attacks eg infection, healthy fish will be able to recover better with treatment than those in weak health. That is why it is so important to ensure that one's fish is kept in tip-top condition by good practices.
LIFE IS UNBEARABLE WITHOUT A FISH TANK!!!
