did you try changing the tubes or starter? if you have done that, and it is still not working, then maybe the ballast is spoil

Same issue. I went to Chan yesterday. He doesn't fix this at all. Anyway, he suggested to me to try EastOcean as they are the distributor. Anyway, for my case, it is very clear cut the ballast blew- capacitor inside exploded.
