Looks like a bloom of black beard algae (aka BBA) on the rocks... i guess your best solution is to just take the rocks out, scrub off all the algae, clean them well and then put them back in the tank.
Can I use bleach to clean as well?

Yes, you can use bleach to clean it too. Just remember to soak the rocks in de-chlorinator solution to remove the chlorine (24-48 hours is usually sufficient, until no more chlorine smell), before putting them back into the tank.
Did you mean safe? If not, why do you want to save it?

I like to watch BBA suffer and die over the course of a few weeks after spot treatment with excel or h2o2. Do you have yamatos or otocats or SAE in your tank? In mine these all would help with the clearance of weakened BBA after the treatment.
I have only oto about 10 of them and 20 cherry shrimp, but will bleach the rock coz too many rock got it,

please don't bleach the rock...
just take out from tank, pour boiling water and soak inside, all of them will turn into pink colour...
After turning pink, put back to the tank?

scrap off will be a better choice or put in tank take picture then scrap off..I like the pink form though.. :P
