If TEC/TEM "chillers" that rely on ambient temperature are also considered, then the ANS AL-30 or AL-60 are probably best suited for nano tanks. These rely on peltier technology and can at best, bring down the temperature 2-4 degrees from whatever is ambient. This also means, your water temperature is actually going to fluctuate according to the weather depending on how low you are trying to achieve (with it being probably around 26-27 degrees at best given Singapore's ambient temperature)..
Alternatively, refrigerant based, actual chillers would all be rather oversized. The smallest I know is the Hailea HC-100A which is rated for 100L tanks and with a minimum flowrate of 200-300lph. You could, theoretically run it off a very small pump or external canister, but the kick in and out intervals would be very very short (meaning higher electricity costs) due to the inability of the tank to hold the desired temperature because of the small volume. You would probably need to do some heavy insulation on the pipes and more importantly, 4 sides of the tank (bottom, back, left, right) to lenghten the duration between kick ins.
