An update: I have gotten feedback from NParks that the sheer act of bringing in a net or any other instrument to capture or molest an animal is chargable, as there is evidence of intent. Ditto for catching animals for photo-taking and subsequent release.

can you find out how nparks grants approval for non academic netting and phototaking?

assuming that proper quarantine conditions are taken.
eg: treatment of nets with methylene blue prior to use, limited number of personel going into the water etc.presence of volunteer ranger. etc

of course, with a super lens, can shoot through the water with a periscope device without even touching the fish..

did you speak with NParks? have you refer them to that thread?
why I don't do garden hybrids and aquarium strains: natural species is a history of Nature, while hybrids are just the whims of Man.

the incriminating proof can be found in dna analysis of material found on the net itself, where there would be traces of fish slime, scale, butterfly wings, plant material etc
