I encountered the same things in one of my tanks too, it grow attached along a piece of wood. Based on what i researched on them so far, seems its some form of freshwater bryozoa, sort of like a colony of creatures that filter feed from the water column.
I've tried to manually remove them but they keep returning, even boiling the wood and soaking it in H2O2 and Seachem Excel also didn't work, a few weeks later, they always re-appear again. Its either they are super hardy creatures or remnants are able to drift around in the water column and return back to colonize the same wood again.
Anyways, after many rounds of removal and chemical treatments, they eventually disappeared. So i guess all the constant harassing and killing of the colonies eventually managed to clear it.
