Keeping bettas in bare bottom tanks just makes it easier to keep the tank clean, as you can see the waste they produce and remove it regularly.
They can also be kept in tanks with gravel substrates too, just that if you don't consistently vacuum and clean all the waste that drop in between the gravel (which is a common issue because owners don't see the waste so ignore it), over time the accumulated waste breakdown and rot and can encourage harmful bacteria to flourish, which in turn can cause the betta to get infections like fin rot. That's basically a sign of deteriorated tank conditions.
It all a matter of how easy it is to keep the tank clean and how well you maintain it. If you can keep a gravel based tank clean, then by all means you can keep a betta in it.
