It works using electro magnetics. Power off, a sprimg closes tbe valve. Power on: electro-magmet pulls the valve open for gas to flow.
If it won't shut off without power, it isn't the electrical part that's faulty. Its the sprimg and valve.
As an interim solution, remove the solenoid and reinstall upside down. Sometimes gravity can help the valve close until you get a new one.
You can source for solenoids (without regulator) to replace it. Try asking Chan at NA Nature Aquarium. He used to have. But that was long ago. New sets so cheap these days it might not be worthwhile to just get the solenoid.
