they are fine sand particles and fish foo... you can siphon them out using a gravel cleaner...

Fish poo does not remain long as poo. Once there's fresh fish poo, the bacteria will get to work and 'feast' on it thus converting it to inert material after the nitriification process. Though unsightly, the resulting 'dirt' in fact acts as 'media' for bacteria too. Most hobbyists will suck it out in the process of 'cleaning' the tank.
