Light not strong enough? Or it could be co2 deficient.

Hi
Am trying to have a carpet of HC cuba in my shrimp tank. Planted in aquarium soil powder. I am running CO2, dosing with excel and light is on around 8 hours per day. So far, from what i can see, the plants have been growing very well. Within the first week i pruned their height by almost half and within around 3-4 days they were back to the same height.
however, the growth has been largely vertical. they have not been spreading. does anyone have any suggestions about this or is it just a question of time for the roots to spread. I have been replanting the cuttings as well.

Hi there, I got my info on HC deficiency via YouTube video by a Singaporean user Dennis Wong.
