Want to rent a small indoor for fish farming

Does anyone know how can I rent a small indoor area for a fish farm ? It's fine to whatever farm/fish farm sublease out part of their spaces.

Can you do this? I saw on FB awhile ago regarding some named Andrew Tan who reported Betta breeding owners to AVA who did this.

I have no experience in this. Alan from ASAP was at AVA yesterday "lim kopi". He talks about setting up a small pet shop. He put the list of criteria on the ASAP group. Yup, also heard about the Betta case but did not read too much into the context because I don't keep Betta and it's frankly non of my business. They have issues with the Betta club it seems.
