You can, but good quality fish food flakes would be better. Just crushed them so the tetras can eat them.
Can I feed this to my neon tetras? My LFS does not stock live daphnia.

it will be good as a treat, but high quality flakes or micro pellets will be well accepted and should be the neon tetra's staple, for practical reason. Neon tetras are not fussy eaters, as long as the food is soft upon contact with water and can be either swallowed whole / grazed upon. Mine will even nip at algae wafer with gusto.
When choosing a prepared food for my glowlight tetra, I would recommend Hikari Micro Pellets. I have always had success with this food in the past and it is known for its high-quality ingredients.
