Commercial fish food I assume is those pellet and flake type? Don't need to soak in water just drop it into the tank and remember to close your filter so that the food won't get sucked in.
Frozen fish food need to thaw before feeding, either use your tank water or de-chlorinated water to thaw.
Freeze Dried I assume is those look like meal meal worm and blood worm that has zero % of moisture inside? those need to be soak in water so that it can sink, and remember that I told you Freeze Dried has little to non-nutrient inside.

For guppy just go for AZOO PLUS Ultra Fresh Royal Guppy or buy those cheap guppy flake food. I am not a guppy expert, maybe some guppy breeder can help recommend you some good commercial guppy food.

Thawing is must for frozen food.Soaking will leach nutrients from fish food.Hence noone really soaks them before feeding.For guppies they will take food thats at surface so can just throw the freeze dried food directly into water.
