Any diff in tank specs for keeping different fishes like planted, arrowana, gold fish

I am planning a 4 feet tank. Currently, I am using for my Luo Han. However, I hope to be able to use it for other type of fishes & maybe even have a planted tank. What type of tank should I get? Should I get a sump tank or external filter? Is the sump tank standard for all type of fishes? What else should I take note of? Thanks.
