Where to get DIY lights

I remember I saw it somewhere from the forum that there is this shop this DIY light set at a very reasonable price. Can anyone provide me the information?

Could be Nature Aquarium @ Thomson Road.
He used to modify [new] light sets to convert them to eBallast and PL lights.
