You can as long as the water surface is higher then the top of the filter... that's what Eheim manuals show.
IME, it's not ideal as the hoses have to hang downwards and in the long run they "kink" and restrict their own flow. I remedy this by putting a large round bottle (those used for Chinese New Year Goodies) sideways under the hoses. That helps to keep the shape and prevent "kinking".
