    As above, if a 2x36W or 2x20W eballast connect just one tube, is it OK? and will it consume the same amt of electricity?

    it may not even light up. If I'm not wrong you might have to do some tweaking.

    Why don't just go for 2 tubes... solve every problem.

    It can light up, no problem at all. Just want to find out if any ill-effects...

    no problem. unconnected part will consume negligible amount of power. so if you are using 2x40w e-ballast to drive a single 36w pl tube, the power consumption will be 36w.
