Blackwater and Algae

I read from the Tetra Blackwater bottle that it encourages plant growth and slows algae growth. Is it true? It seems that my bba is growing faster!

If you use CO2, use it well (30ppm if accurate). If you don't (non-CO2 tanks), stopping the water changes and stabilizing the low CO2 levels will stop its growth.
