    Some how, people don't take complaints of fish deaths very seriously. PUB will just tell me to change less water, as stated in their website somewhere, and point me to some koi club (linked in one of theri website FAQs) to learn about conditioning water for fishes.

    Perhaps, I should get the water tested.

    You did those things already and got nothing out of it? I doubt PUB would do that to you. If they ignore you (not likely I think since image is important to them and they don't know who you are..might be somebody "big".), you can write in to the department head or better the CEO. (Try to blow up the thing a bit...my arowana is dead after the water change and I fear for my children's health as their immune system is weaker sort of thing.) Try to get them down to check on your water tank and pipeline (depending on whether you get the source direct from the pipe or the tank).

    i agree with D!Concept. I'm staying in Bukit Panjang. I change 50% of the water in my 3X1.5X1.5 tank directly from the tap - did not even need to leave it overnight for de-chlorination. All my tetras, guppies, otos are fine.
