First eliminate the timer as the fault. Plug the solenoid directly into a power socket and use the on and off switch on the power socket to test whether the solenoid is working properly.
If the solenoid light is on, it means the solenoid is on and the valve is open. If it is off, then the solenoid is off and vale is closed.
If the light is on continuously despite the settings on the timer, it means the timer is still sending electricity to the solenoid... which then means then timer is faulty.
If CO2 is still being pumped into the tank when the light is off, it probably means the solenoid is faulty.
The regulator is not faulty.
Most likely you just have to replace the solenoid. You can bring the whole set down to Nature Aquarium at Thomson Rd (opposite Thomson Medical Centre), or System and Control Engineering at Block 22 Boon Keng Rd (obstructed by block upgrading work, so you got to walk around the block looking for it.. not hard to find, it has fish tanks).
Other members may have other shops to suggest. Price I'm not familiar.
