Since these plants are mainly floating, I believe liquid fertilizers would be better since these plants won't be able to absorb the nutrients in the substrate level. Am I correct?

    Absolutely.

Plants that do not put roots into the substrate, do not need base fert. Technically, even plants with roots do not need basefert if you can keep up a good liquid fert routine.

But a good substrate acts as a depot for some nutrients for rooted plants.

Why use punctuation? See what a difference it makes:
A woman, without her man, is nothing.
A woman: without her, man is nothing.

I see, thanks! If that's the case, I can save on some $$$ by not buying the JBL AquaBasis fert...hehe
