Cylinder is still reccommended, for it's ease of use, reliabilty (constant CO2 output) and resale value. You can easily sell a cylinder system after you decide to stop using it.
I hear that the electronic type needs frequent replacement of the carbon blocks, so it may be a hassle and wallet-consuming in the long run.
The "powder mix then add water" type is just a commercialised version of DIY CO2. These systems, although cheap enough, are a hassle in the long run too, and do not provide constant CO2 output. Constant CO2 output is necesscary in preventing algae.

For me, i will go for the larger one.
The reason is that the price for topping up from that LFS that i purchaed the CO2 tank from is the same.
The only concern is the weight, as I am not driving, it is rather heavy for the 5l so i stick to the 3.5l CO2 tank.
Another factor will be the space constraint.
As for your second question, nope.
I'd go for the larger one too. IMHO, use in proportion to your tank size. I use a 2L for my 2ft. Lasts long enough to not be a hassle.

initial tank should not last too long unless the lfs refilled it. why would lfses/manufacturer want to add cost (co2 and shipping)? anyway, a properly refilled cylinder should provide roughly similar 'mean time between refills'.
