Must I necessary place ADA powersand below the ADA Aqua Soil? Has anyone used just the aqua soil alone? Was thinking of cutting cost.

I dun think so as i read or hear that ADA soil alone is good enough with liquid fertilizer.

ADA soil alone does not have any fertilization effect. The Powersand is peaty-pumice and has it application in creating a fertile bottom bed. For best effect, you should be looking at full range ADA substrate system.

I am trying to get some translation on the ADA product for educative purpose on the product itself.

well if reallly no choice u can use ADA soil, it is sufficient. I am doing it now, with supplementing Liquid fert from LGA and LGM. It is sufficient for plants like tonina and stuff. No worries and ADA soil is high in Fe so i heard but it cannot be used alone without liquid fert though

You can go with it or without with no big issues. The soil will provide NH3/NH4 for the plants in the startup and maybe a couple of months but later you would still need to supplement N in the form of KNO3 or any source once it runs out. If you want to do it cheap, go the non-CO2 route. Just feed the critters daily and supplement when you see issues with the fastest growers in the tank.
