i notice some grenn spots on my tank's glass and it's very hard to scap off. is that spot algae? i also have some hair like stuff growing out from my java moss. pls advise me on how to get rid of them? juz started my tank 2 weeks ago. a 2 footer with ard 96watts of lights, 1 bps of co2.

The algae you have is most likely spot algae and hair algae. Hair algae is a minor algae, good tank conditions should see it go away after a while. Spot algae is the norm in a planted tank, increased phosphorous compounds in the water seem to retard its growth.

No, don't use anti-algae chemicals if you can. They usually don't work, and harm your plants in the process.
On another note:
Seems like you are confused/new to the hobby. Click on "get started here!" link in my signature... it's a good read that should clear up alot of the confusion and help you lots.
For the hair algae, get yamatoes in mass (say 15-20) for your tank. They do quite a bit of damage to that but you still need to work on improving the tank conditions. Get the plants to grow well...(Nutrients..NO3, PO4, Potassium, GH (Calcium/Magnesium), Trace mix (eg. Flourish, Tropica MasterGrow and etc.) and the most critical Carbon aka CO2 (30ppm if measurements are accurate which they seldom are even with a test pen/monitor and good KH test kit. Watch the plants/critters is a better method but the test kits gets you close.)
