The amount you need varies greatly.

Generally I'll say 36W to 72W of light, varying according to your plants' needs and density.

Assuming your tank is entirely Riccia and it's a 16 gallon (56 litres) standard 2ft, I'd say 55W should give you nice pearling, coupled with good CO2 and nutrients of course.
