Are you willing to do weekly water changes of 50% or so?
Do you mind getting stuff like KNO3, KH2PO4 and dose them frequently?

Ok, trim off all affected plant leaves, scrub tank walls, equipments and etc. Clean the filter (mechanical section only) well. Add back new plants if the plant mass decimate by quite a bit. Change 50% or more water.

After the water change, add the following:
    1/4 teaspoon of KNO3 or slightly less (10ppm) 3x a week (T= 30ppm)
    1/32 teaspoon of KH2PO4 (1.5-2ppm) 3x a week
5ml of Seachem Flourish 3x a week a day apart from the macros.
Crank the CO2 to 30ppm via pH/KH measurement and watch the plants and critters. You should get good pearling rates. (Blow the fine bubbles from the diffuser around the tank real good. Change the flow pattern if necessary to acheive that.).

The algae should not come back if you do this. If something is still wrong, it has to be from your CO2. Clean the diffusor regularly and add more CO2 if necessary but slowly. (Not from 1bps to 2bps but small increments like 1.1-1.2bps instead and watch the critter behaviour carefully for that day. Be around when you do this. Then watch the plant response for that week. Add more the next week if growth is still sub-standard.)

Remember to have some surface movement (not alot though), shut the CO2 off at night and back off when the critter shows signs of CO2 stress during the day.

    Regards

To add, I clean my diffusor weekly, using bleach soaking for an hour, and another hour of soaking in plain water with alot of anti-chlorine. This maintains my diffusor at optimum working condition. Clogging is a issue that will screw with your CO2 rates very quickly, resulting in BBA again.
