The RTL will laterally shoot out new plantlets, and a new RTL will emerge from that plantlet.
As for nuphar japonica, the big fat root (is that called root??) will slowly slowly grow, and at the same time, there will be new congregation points where the leaves and the thinner, longer roots will grow. But the growth of the plant is rather slow la, so expect the plant to take some time to grow.
