My cardinal tetas have always got white spot on them. Was wondering why is it? Because the water temperature is too cold? Not possible as the temperature is around 25 degrees. Could it be due to CO2?
Do planted tank need UV lights?

The reason why they keep getting ich (aka white spot) is because you have probably not completed the entire course of medication for the tank. Ich eggs reside in the substrate, and once conditions are right they infect fish again. Killing the ich on fish isn't enough.
Get a good ich medicine and follow the instructions, should be around 2-3 weeks for the entire course to complete.
Temperature is also on the low side as cardinals are from tropical waters.

danny, 25 is fine for most aquarium fish.

neon tetra = 20-27 degrees
cardinal = 23-27
even in singapore, if you measure the ponds in the nature reserves, you will find the water temp is 26 or less ( especially areas in perpetual shade)
ohx... ok thanks. ani inch medicine to recomand? will the medicine harm the plants?
I saw C328 selling SuperIck, in capsule form, anyone tried it?
