Don't bother about ammonia since your plants and filter will absorb it all. Nitrate-wise... why measure? It'll never increase to dangerous levels as long as your plants are healthy (plants do take in nitrate too).
My 4' tank is 1-week old, with more than 70 plants, 3 otos, 2 SAEs and 2 black mollies. CO2 is at 4 bps with 7 hours of 54watts x 4 lighting. The plants and X'mass moss look healthy, except some of the nanas are turning yellowish (very slight). I intend to do a 30% water change today. I only intend to introduce Rummy-nose tetras about 2-3 weeks later. When should I start measuring the ammonia and nitrate levels? Regards.
