Regarding expire date for Stress Zyme

Hi all,
when the Stress Zyme's bottle stated the "use by" as "03 10",
what does it mean ? is it expired on "March 2010" or "Oct 2003" ?

Talking about expiration dates for fish products, do you guys notice that some of the fish foods you see in LFSes are either close to them or past them? And they just stay on the shelf all day long...
