There's no ideal rate. Depends on your kH and CO2 dissolution device and to lesser extent your water circulation and surface movement.
A way to get maximum CO2 in your tank is to increase bubble count slowly day by day, micrometer by micrometer movement of the needle valve. When fishes start to gasp, back off to the last known safe needle valve position. That's your best.
Efficient use of CO2 can be improved by various means. Using a reactor will mean almost all of your CO2 is dissolved.
