I would rather you use the lapis gravel alone (less messy when you uproot plants) or better use ADA aquasoil/Flourite/Onxy sand.

you can put as much base fertilizer as you want. top with 1.5"-2" of gravel to prevent the base fertilizer from leaking into the water column. do note that thicker substrate will reduce "available height" for plants.

If it's in inches, yea the gravel amount you have is fine. Half a bag of JBL Aquabasis fert is enough for a 2ft standard tank already.
