I saw at PetSafari they are selling a 36w PL light with one of it tube in blue color. Anyone using one before? What is it for...UV?

What is the effect on a planted tank?

Algae!

It's not UV tube. This is most suitable for marine tanks. For planted tanks, 6500K or daylight tubes will do fine.
