Two factors.
1. Airlines. Some airlines have a no livestock policy in the passenger cabin (e.g. Singapore airlines). If the customs sees it, they are obligated to report to airline. Usually, they will tell you no.
2. Country. Some countries prohibits livestock from entering their country (e.g. US, UK, Hong Kong and Thailand). If the customs sees it, they will reference it with your boarding pass and see if it's a problem.
Even for hand carried livestocks, be discrete and pack it properly. Usually, 2 fish in 2 plastic bag will never be allowed. fishes that are double bagged, and packed in boxes stands a higher chance. Small fishes can be placed in mineral water bottles.
