That tank has about 1.5w/g of light which is consider low but fine as long as the plant is not shaded.
You need some sources of NO3 either from KNO3 (cheaper) or Seachem Nitrogen.
I'm not sure if you are willing to dose nutrients for plant religiously or just whenever you like it. If latter, I cannot help you except maybe non-CO2 methods would suit you better.
For CO2 enriched method,
Slightly more than 1/8 teaspoon of KNO3 or 10ppm of Nitrogen from Seachem Nitrogen once a week after water change.
1-2ppm of Seachem Phosphorous after water change.
2-3ml of JBL Ferropol a day apart from the macros 2x a week.
Main thing is to keep the in the CO2 25-35ppm range the entire photoperiod except a lull in the first hour. Nothing will work if the CO2 is not well taken care of.

I would like to add one thing. Your tank has yamato. Do keep a look out to see if you can find any riccias floating on top of your tank. Yamatoes are known to plug riccia out of wire meshes and if you have a surface skimer, it'll all end up in your filter before you know it.
i sorta tried to solve the problem cos i tied riccia to mesh and i covered it with netting. however it doesnt seem to work. riccia not growing out of netting
My opinion is that your lights are not strong enough. For a 2ft, at least 55W PL is the suggestion i got from others the last time when i had a 2ft tank.
But instead, i got a 72W PL and within a week, my riccia grew out of the nylon mesh and pearled.
i had the same problem as you before. when i add another 36W lights, the riccia grew fast and pearled.
Mine was a 2ft tank also. 2x36W lights, DIY CO2.
wow...so much light needed...i thought i had enough......i have 2 lights already...if i want to upgrade the lightning, i have to get a new set right? i cant just change the PL tubes inside the casing right
