Over where I come from (Singapore), the climate is warm enough to not need any form of heating element at all.
Has anyone had any experience with using a substrate heater in there goldfish(or other type) tank? Is there anything I should worry about? I am thinking one like this one

They are supposed to be good for planted tanks since plants supposedly do better when there roots are warm. Also it supposedly creates a better tank flow as the cold water is drawn down.

I've read about substrate heaters not doing any good at all. Do a search on Tom Barr's posts with the keywords "substrate heater".

Rayston, the substrate heater has some benefits though not entirely for tropical climate like Singapore. It is best for planted, covered underneath sand. As I read/understood you plan to use it for fish-only or goldfish setup? That would be a unwise. (1) The heater's wattage might not generate enough heat to sustain 20-25C for the entire tank. (2) Goldfish are cold-water species, can tolerate low temperatures, so you won't need a heater unless your indoor temp is extremely low. (3) The heater is basically an electrical coil, like ordinary electric cable, so it is best covered by substrate and not exposed since fishes might nib on it.

If anyone has any evidence that a heat cable does any benefit for plants, I'm all ears, to date nmo one has shown a thing.
Neither myself, nor Tropica have found any evidence, actually, the flow rates produced by cables are too high for optimal root growth.
I've used 7 of them for over a decade, I've never seen any benefit, I used the top of the line Dupla cables as well.
I'm fine with saying they do not help nor do what the makers claim.
It's up to them to prove this to be incorrect, because worlds the world over have found similar observations yet no seems to care.
They do not hurt a tank near as I can tell, but they certainly do not add any benefit and there's nothing is the research to suggest that they do help nor are they replicating anything "natural" as some have claimed in the past.

I have been looking over all kinds of forums and resources with this question, and I have yet to get anyone with any real confidence that they do anything. I think ill just save my money and buy more plants, or fish.

Sort of tell you something right there.
But there is a small market left over from the Dupla days, they do not hurt, but no one has said they really help in a significant manner and the reasoning behind them is flawed from the start.
