If the gravel is inert & clean then it is probably ok, but it would be better to get some known substrate material from your local LFS, assuming that there is one close by?

The other consideration is what do you want to keep/grow in your new setup? Gravel might not assist you in achieving your objectives.

Is there any regulations for playground sand? If there is regulations for playground sand to be tested for toxic substances, it is likely that the sand would be safe.

By gut feeling and my opinion... safe...

the sand in playgrounds may seem too fine to support any rooted growth. but if it's for moss on wood or rocks, shld be no prob. shldnt be contaminated i guess

They compact easily and you have to shift them from time to time to release "gas" accumulated there by bacteria.

do you know that birds, dogs, cats, rats, etc. pee & poo there? Human spit there, Kid piss there, bugs make love there... If you wanna use it boil them... you don't know what's in them...

In your case, moss tank, since you mentioned that you wont see the base why bother to put in sand anyway...

Get the blasted sands from the local fish shops. They are not too rough and do not have sharp edges.

Hmm.. safety and cleanliness considerations aside, why don't you get the gravel from LFFs? Helps to keep their business running and you wouldn't be on the wrong side of the law.
