Interestingly, it's a promise from some 60 Thai fishermen to the Thai King on the occasion of his 60th birthday anniversary of his ascension to the throne. Some fishermen from Laos also made the pledge to stop catching the Mekong Giant Catfish.
Seems that catching the giant catfish has cultural roots... "The fishers are entitled to conduct a 'public demonstration catch' each year to preserve the traditional culture and methods of catching the fish. A maximum of two giant catfish may be caught and then released live back into the river."

Used to read of a hot group of fishos who'd regularly go up for the Mekong cats in Bangkok.
They'd be using big game tackle to target these bruisers.

Have any of you been to Night Safari? There's one tank with an Arapaima in there and 2 giant catfishes as well. Do check it out. The 2 catfishes in that tank is huge.
Not too sure what sort but it looks like that of the Mekong River catfish.

It's CITES 1 species, later end up like the dolphins. I remember the Thai fisheri department already have F2 or F3 and releasing many of them into the river every year(and even into rivers that they were not recorded before)....
