Submerged of emerged culture?

Hi, can anyone provide any insight to the pros and cons of buying the above?

Submersed plants adapt faster, start growing almost immediately, I guess.

Emersed plants take time to realise they're in water, shed those emersed leaves and start growing submersed leaves.

Emersed plants are cheaper though, and usually available in bulk.
