I am going to decomission my 2 feet tank and start on a new 2 feet tank. Now the problem is that I have only one stand and 2 tanks. One tank is filled up and the other is empty.

I intend to start on a new scape in the empty tank and eventually shut down the old one. The problem is my current tank is sitting right on the top part of the stand, while the other is at the bottom.

I intend to cycle my new tank for 2 weeks before I shift all my fauna to the other tank, but I also want to put my new tank on the top. Can anyone give a suggestion?

So, you mean you want to use the tank at the bottom and move it to the top and at the same time, shut down and throw/give away the tank on top?

And all this while cycling the tank intended to shift up and retaining the fauna and flora from the top and old tank? Or only the fauna?

Why not strip the top tank totally and retain some old substrate/plant/filter material? Then place the new tank on the intended location and cycle it while you shift the old tank down with the salvaged old substrate/plant/filter material and keep the fauna while waiting for the cycling... The fauna can be kept in the old tank water in a temporary container while waiting for the tanks to be shifted...

Drain out the water from the old tank into a pail. Switch the tank after that. Put in new substrate in the new tank. Drain water from pail into the new tank. Apply some Nitrifying bacteria solution and cycle for 3-5 days.
Something about the water & the fishes that calms me down.
