Any recommendation of foreground plants for a 3" thick lapis?

I tried HC, it failed terribly.

Yup same for my case, E. tenellus can grow in fast and provide a nice coverage for the foreground.

Everything can grow on lapis. I have yet encounter any plants that can't grow on lapis sand.

Your failure with HC could be due to a combination of many factors, not just the lapis substrate, I'd seen beautiful lawn of HC grown on lapis.
    ...I love rubies too ...

I got my HC as a submerse form. Yet after planting them into the lapis, started to float n eventually those that are still in the lapis are only left with stalks without leaves
