don't know if anyone here has the formula. however, the loss will depend on the design on the reflector. if you have a mh lamp, you can try estimating the loss. measure the light coverage at different heights and derive the loss.

I think it's not the wattage lost but whether the required par is reaching the bottom.

Are you trying to light the entire room? That's quite a distance from the tank and you definitely get better results with either T5s or PCs at a closer distance.
For max height, depending on how big the tank is and what your MH wattages are, but I would say maybe 2' max if the tank isn't too deep.
