there's no need for base fert for riccia and moss, as they are not those stem plants type. With co2, it will definitely do them well. Moss usually do well in colder water, so having a fan for your tank would be advisable

definitely don't need basefert.. basefert are more for rooted plants.![]()
Moss and riccia are non demanding plants... even without CO2 and ferts they still can grow, just that with additional aids they can grow better and faster. And of course they need at least some light too.

if you dun need the substrate to hold down anything, it is still fine without any substrate provided proper nutrient dosing is in practice.. bear in mind, substrate with fertiliser (not those plain sand setup) will somehow seep nutrients into the water slowly.. without substrate, that means you have to be more consistent with your nutrient dosing as there is no buffer like those tanks with substrate layer..
next thing to take note, with not substrate, your moss and riccia will be rather dusty due to all the dirt that are caught.. with substrate, most of them will be caught by the sand.. thus you may need more maintenance to keep the moss and riccia clean..
