If your tank is properly cycled, and there is good filtration, temperature is not excessive, and you feed them well, I cannot find any reason they should die.
Just think over what killed them last time, and do not repeat the mistake.

They are hardier than neon tetras I've heard.
You must have acclimatised them poorly. Try this method.
(1) They are hardy once they have acclimatised. Technically, young and growing cardinals need soft and slightly acidic water. PH is suggested to range bet 5-7. What's your old set-up like?
(2) Cardinals and small-sized shrimps can co-hibit.
To just keep them alive, acclimitise them well first during introduction and make sure they are in good health in the first place before purchase.
To keep them alive and happy, condition your tank water to soft and slightly acidic. Have them in a shoal of at least 10, with no other 'war-loving' living things in the tank, shades from plants away from bright lights. Good clean water and filtration, and feed them well.

Your tank must be at least 1 month old (cycled) before you put the Cardinals.
Yes, the pH must be at 7 or lower.
My Cardinals has been very healthy for the past few months since introducing them to a cycled tank. Much more hardy than Neon.
I know that if a Neon Tetra gets disease and you don't resolve (or discover it), it will kill the ENTIRE Neon population fast.
That's why I prefer Cardinals.
I once put 30 of them in a 2 feet tank. It's an old tank so water is already cycled. Over 1-2weeks they die one by one (heart pain). Till left exactly 10. And these 10 are very hardy and has since grown big & fat
i think u have to care for yr shrimp more.
cos they r more likly to be food for yr tetras.
