72W overkill for 2ft non-CO2?

I'd like to ask, is 72W PL seriously overkill for a standard 60cm tank non-CO2? Rather heavily planted of course. It'll be following the Tom Barr Non-CO2 method.

If so, I'd revert to the safe 36W.
