you should be able to get them from any decent lfs.
you may refer these tanks as alloy tanks.
i am sure petmart has them.

usually, painted cylinders are steel.
and aluminium/alloy tanks are usually unpainted (maybe with a coat of clear lacquer), except catalina, ...
